Thirty Foot Championship 40 point games Sue Snyder repeated as thirty foot champion winning all 7 of her 40 point games. She averaged 85.43% in the championship round. Joan Elmore finished second losing only to Snyder. In class play Snyder defeated Elmore 28 to 6 pitching 92.5% to Elmore’s 75% (40 shoe game). On Sunday they again pitched the final game with Snyder winning 41 to 30 in 96 shoes. Snyder pitched 86.46% ringers in this game to Elmore’s 83.33%. Elmore averaged 83.57% ringers in Saturday’s round robin and 84.33% in the championship round. Covington, TN’s Marlene Ray won third place both days winning 5 while losing 2 games in class play (80.71% ringers) and 4 & 3 in the championship round (78.9%). Fourth place each day went to CHC’s Bobby Fields (Pikeville, TN) - 4 & 3 (78.21%) on Saturday and 4 & 3 (76.19%) on Sunday. Fields pitched the high game for the tournament (96.15% - 25 of 26 ringers) against Terry Beagle during Sunday’s Championship play. The 4 other pitchers who qualified for this championship class were Rivers Prewette (NC - 72.34%), Jane Jordan (SC - 64.76%), Terry Beagle (MI - 57.5%) and Sharon Chiddister (IN - 49%). CHC’s and Pikeville’s (TN) Irv Detweiler qualified for this class pitching 72.67% during class play but had another commitment and couldn’t pitch on Sunday. A couple other 30’ pitchers qualified for Sunday but failed to show. Men’s Championship 40 point games All 8 men in Class A qualified for Sunday’s Men’s Championship. Tennessee’s Shannon Foster won the Men’s Championship winning 6 of 7 games pitching 74.43% ringers. His only loss was to FL’s Walter Ray Williams Jr. 42 to 27 in his next to last game. At this point Foster was tied with SC’s Tom Westbrook. Foster won his last game against FL’s Ron Deckard 42 to 31 while Walter Ray defeated Westbrook 41 to 30. Westbrook finished third at 5 & 2 with 71.17%. PA’s Mike Creek won second with a 5 & 2 record and 71.43% ringers. Williams finished 4th at 4 & 3 and 71.06%. Fifth place went to Ron Deckard - 3 & 4 and 66.67%. Maryland’s Chan Herrill finished 6th at 2 & 5 and 65.17%. Walter Mullins from Kentucky finished 7th - 2 & 5 and 64%. Eighth went to Gale Green from Vermont at 1 & 7 and 64.98%. Mike Creek pitched the high game of this round - 44 of 48, 91.67%. The longest game was 86 shoes where Mullins defeated Williams 42 to 39. Handicap Championship - 40 shoe games - 83% handicapped Fourteen people pitched in this championship which was designed to allow lower class pitchers to experience a championship round with significant prize money. There were two 7 person round robins with the top two going into a second round robin. Handicap was based on the difference in percentage on what each person pitched in the round robin on Saturday. TN’s Tommy Wahl was not able to pitch on Sunday so Hershel Walters from IN took his place as second place finisher in the qualifying round. VA’s Charlene Hix had to return home and the second place finisher also was unable to attend so there was no representative from Class J. TN’s Maxine Griffith (75.42%) and Ohio’s Fred Sanford (26.67%) tied for first in one round robin at 5 & 1. In the other round robin TN’s Mike Cook (30.42%) and Walters (45%) also tied for first at 5 & 1. Crossville, TN’s Lakin Lewis took third in this class at 4 & 2 (32.08%) losing to Hitner and Walter’s. The high game in this initial round robin was Maxine Griffith’s 87.5% (35 out of 40). The final round robin came down to the last game. Both Cook and Griffith had won their first two games. Griffith had to spot Cook 43 points in this last game. Griffith won this last game 68 to 51 pitching 60% ringers. Cook pitched his worst game of the tournament at 12.5% - ? Pressure? Griffith won this championship and $1100 over the 2 days. Cook took second and $620. Sanford won 3rd place and Walters 4th. Doubles Tournament - 30 shoe games. Initially it was planned to use Friday for class play. However, we were able to pitch everyone on Saturday so Friday was not necessary. So an unsanctioned walking (to allow people to use their own shoes) doubles tournament was held at 6 PM on Friday. 56 people entered (actually had to turn a few away) and were partnered with another by Natstat average - high with low. There were 4 seven team classes who pitched round robins. Bobby Fields and FL’s Charles Gibson won one class. MD’s Chan Herrell and TN’s Willard Williams, Bob Hassan & Bob Carl (CT) and Maxine Griffith and her partner won the other classes. To determine the overall champion a 4 team 30 shoe round robin only determined who finished 4th - Hassan and Carl. The other 3 teams were still tied at 2 and 1. Since it was now past 11 PM, everyone agreed to call the remaining 3 teams co-champions. Jun 6 - 8th of 2008 are the tentative dates for the third annual VSO. Whitlow 21.17% STATE MEETING AND ELECTION OF OFFICERS The State Meeting will be held September 8 between rounds during the State Singles Tournament. Election of Officers will take place during the meeting. Up for election are offices of President and 2nd Vice-president. Charles Helton has announced he plans to run for President.. If you plan to nominate someone, please make sure they will be willing to accept the nomination. Bob Hassan has asked to have the following items discussed. 1. Allow absentee balloting for election of officers and changes like this. 2. Paper ballots for election of Officers. 3. Add the following to the criteria for Pitcher of the Year: a. Get double points (eg. 20 for first in class) at the Volunteer State Open and the Grady Whaley. b. Get triple points for State Singles (instead of the current double). c. Get double points for the World tournament. d. If a pitcher wins a World Title (mens', women's etc.) 100 extra points. e. Get 25 points for recruiting each new member who pitches at least 3 tournaments that year. If this pitchers continues the next year and pitches at least 10 tournaments, another 25 points. f. Get 10 points for participation in the local district senior olympics. Get 20 points for winning gold at the State Senior Olympics, 15 for silver, 10 for bronze and 5 for participation. Finally 50 points for Gold at the National Senior Olympic, 40 for silver, 30 for bronze and 15 for participation. Rational for these changes: currently the person who attends the most tournaments wins this title (most often). To me this award is like the MVP in baseball, so it should require more than just attendance. Trying to encourage new members would be beneficial to the THPA. Finally more points for our major tournaments may encourage more participation there. Also winning a World title seems pretty important to me in being a MVP. If you have items you would like to have discussed please give them in writing to the President before the meeting begins. Sportsmanship Award During the State Tournament each registered member may get a ballot and vote for a pitcher who they think has shown the most sportsmanship throughout the season from last State Tournament to this State Tournament. Winner will be announced during the State Meeting. Withdrawing From A Tournament Recently there have been several cases of people withdrawing from tournaments with no excuse given. There are several reasons a pitcher may withdraw (forfeit) according to NHPA these are the Forfeit Rules: The NHPA’s RGS rule book in Rule 11. Section G says that “the wins and losses and all statistics accumulated shall remain in the books for a contestant who has to forfeit … for any reason.” This rule goes on to say that there are two reasons for
forfeiting - “approved” and “unapproved”. It also says “If
forfeiting for an unapproved reason, this member shall also be subject to a one
(1) year suspension from the NHPA.” It also states that this person “shall
finish last,“ which means no prize money. This is pretty harsh, so one should
be certain that his/her reason for quitting is “approved”. ENTRY FORM - GRADY WHALEY SEPTEMBER 22 & 23, 2007 ROCK SPRINGS, TENNESSEE MAKE CHECKS PAYABLE AND SEND ENTRIES TO: CHARLES HELTON 885 SHADEY VIEW ROAD, KINGSPORT, TN 37664-5352 PHONE 423 349-0909 E-MAIL Heltonplumbing@charter.net

Winter # 8 was held on March 10 with 20 pitchers participating. Class A went to Joan Elmore with Bobby Fields 2nd and Marlene Ray 3rd. An eight person handicapped Class B was won by James Cooper, followed by Maxine Griffith in 2nd and Frank Jones 3rd. Other pitchers in the class included Irv Detweiler, Het Birchfield, Charles Blevins, Jack Conner, and Melvin Cooper. (Continued next page) Class C, also handicapped, had nine participants. Joe Thomas won the class followed by Doug Farnsworth 2nd, JoAnn Stanford 3rd, and DK Mee 4th. Also in the class were Allen Taylor, Karen Houser, Bob Hassan, Harold Morgan and Robert Dennis. The last tournament of the Winter Season was on March 24, culminating with several awards for participation in the Winter Season. The THPA board voted to let Hassan keep the extra $3.00 per entry during the winter season to use for a “Winter Championship”. Each class winner received a “unique” trophy with a clock in it. Joan Elmore, Bobby Fields and Marlene Ray pitched a triple 40 points per game round robbing with Elmore coming out the winner. Handicapped Class B was won by Irv Detweiler, followed by Frank Jones and Jim Cooper. The rest of the class included Het Birchfield, Charles Blevins, Jack Conner, and Maxine Griffith. Class C handicapped had Robert Dennis 1st, Hank Irwin 2nd and Bob Hassan 3rd. Joe Thomas, Doug Farnsworth, Jim Sizemore, and DK also pitched in Class C. When pitching was completed, Bob Hassan presented Bobby Fields with $100 for most points for the Winter Season and Frank Jones $50 for 2nd place in points. Joe Thomas received $25 for pitching the highest game over average during the season and Bobby Fields $25 for high percentage game, 100%, a perfect game pitched on January 20. Congratulations to Bob Hassan on a Great Winter Season! Crossville has 135 pitchers competing in the Volunteer Open on June 3 and 4. PRESIDENT WILL NOT SEEK RE-ELECTION Sighting family obligations and family health issues prohibiting me from pitching I (Paula Hunsicker) will not be seeking re-election at the next State Meeting September 9. I have enjoyed my tenure as President and believe the THPA has become a more united organization in the past three years. I have not been able to attend tournaments as I would like and feel the organization needs a President who is more visible. I know that there is a member out there willing to step up and take over with the best interest for the entire THPA.
HANDICAPPING There has been some controversy over play during handicapped games. The following comes from the Official NHPA Rules. Section F – Handicapping Handicapping may be used in open tournaments and in league play. The Tournament/League Officials shall determine the amount of the handicap. Class winners will be determined by win/loss record or by total points. An alternate-pitch format shall be used. For the breaking of ties, the options in Section B (above) may apply, except that ringer percentage shall not be used. Game handicapping shall not be used in any World, National, or Regional Tournament or in the Championship Class of a designated Division of any State Championship Tournament. Section C – Handicap Rotation Any game played under any kind of handicap system shall use one of the alternate-pitch formats, described above in Section A-2. A-2 Alternate First Pitch – Alternate first pitch is used to guarantee each contestant an equal number of first and second pitches during a game. It may also allow for differing pitching conditions. If the game is to be played to a shoe limit, it is recommended that this limit be a number divisible by four (4). Alternate first pitch shall be done in one (1) of three (3) ways: (a) One contestant shall pitch first in innings 1, 4-5, 8-9, 12-13, 16-17, etc. while the other contestant shall pitch first in innings 2-3, 6-7, 10-11, 14-15, etc. until the game is completed. This is the fairest way and is recommended. (b) One contestant shall pitch first in innings 1-2, 5-6, 9-10, 13-14, etc. while the other contestant shall pitch first in innings 3-4, 7-8, 11-12, 15-16, etc. until the game is completed. (c) One contestant shall pitch first from one end of the court, and the opponent shall pitch first from the opposite end. The easiest and least confusing of these is C. Any tournament director using handicap should needs to remember this. In the past we have pitched handicapped like regular cancellation creating an unfair advantage for a better percentage pitcher

Charging an extra $3 per tournament (excluding the Volunteer Open and the Grady Whaley) there was enough to give a sizable payback. Going by entries and other criteria, the board agreed that all classes should receive the same money for 1st, 2nd and 3rd places. In the future the paybacks again will be determined by the amount taken in throughout the year.

The 8 x 10 frames will be used to display Hall of Fame members at Rock Springs, the 5 x 7 frames will be use at Crossville. HALL OF FAME INDUCTS FOUR NEW MEMBERS
Joan Elmore, Willard Williams Shannon Foster Hall of Fame Inductees Not Pictured Paula Hunsicker Shannon Foster, Joan Elmore, Paula Hunsicker, and Willard Williams are the Tennessee Horseshoe Pitchers Association Hall of Fame’s newest members. Joan Elmore is the current Women’s World Champion, won the Tennessee State Champion 8 times (including this year’s), was Horseshoe Pitcher of the Year three times, is the only pitcher in Tennessee to pitch a perfect game (actually pitched 3), holds the highest ringer percentage (86.2) ever recorded in our Tennessee State Championship Tournament and was a member of the Team World winning Tennessee Team in 2004. Shannon Foster has been a member of the THPA since 1988, is the 10 time State Champion, has finished third at the World Tournament twice and fourth once, is a former THPA president and vice-president, and was also a member o the 2004 team that won Team World. Paula Hunsicker is a 15 year member of the THPA. She was elected to the THPA board in 2001 as 2nd vice-president, was elected 1st vice-president in 2004 and became President in 2005 when Foster resigned, and was re-elected by the membership in 2005, currently writes the newsletter, and is Assistant Regional Director. Hunsicker coached the 2004 Team World team from Tennessee. Willard Williams joined the THPA in 1992, he has pitched in several World Tournaments, representing Tennessee well wherever and whenever he pitches. He has won two State Class Championships. Williams is always the same, win or lose, always has a positive outlook and is a great sportsman. MINUTES OF THE TENNESSEE HORSESHOE PITCHERS ASSOCIATION ANNUAL MEETING 2006 Before the meeting was “officially” called to order, President Paula Hunsicker gave a short address on the “State of the THPA Charter”. She explained the basic pay out for this years State Tournament sighting a decision by the board to pay all classes the same. She asked members to remember Dexter Stallings when we had elections. He was unable to attend this years State Tournament and Annual Meeting as he had eye surgery the previous Thursday and would be having a kidney stint put in the following week. He would like to run again for the office of Secretary/Treasurer. This is the first State Tournament he has missed in his over 45 years with the THPA. Hunsicker thanked Tournament Directors Gary Ford, Charles Helton, Harold Morgan (3 sites) and Bob Hassan (3 sites) for all their work this pitching season. Without these people, we would not be able to have tournaments She stated that most everything from Joelton is gone. If there is anything from the outdoor courts we want, we need to get it now. Hunsicker also spoke of the low attendance at Caryville and that the board would be addressing a possible solution at the executive board meeting in October. She stated the THPA has lost three sets of courts in the past several years, Norwood, Cleveland, and Joelton and we can’t afford to lose anymore. She addressed having the “regular” THPA Hall of Fame at Rock Springs and a smaller display at Crossville as those are two of our “major sites”, each hosting a “major” tournament each year. Hunsicker asked for remembrance of member Don Jennings who passed away in July and former member and Hall of Fame Member Roger Norwood, who passed away in August. The meeting was then officially called to order. Invocation by D.W. “Woody” Story included remembering the members who had passes away, those lost September 11, 2001, our military, and our leaders. He also asked for the safety of our members as they travel home from this tournament and other tournaments they attend. Officers present were President Hunsicker, 1st Vice President Bob Hassan, 2nd Vice President Charles Helton and 3rd Vice President Harold Morgan. Absent was Secretary/Treasurer Dexter Stallings. The Vice Presidents counted 50 membership votes present. With the Secretary/Treasurer absent there were no reports given. As there was no “old” business, new business started with Harold Morgan moving to have the “State Tournament” the culmination of our season and to be the last tournament of the regular pitching schedule. Bob Hassan made the second. After discussing the fact that our season goes later into the fall than other states it could possibly be to cold the end of October. The motion failed. Next he motioned the State Tournament not be included toward the “3 Sanctioned Tournaments to qualify for the following years State. Harry Bastedo made the second. J.R. Risner stated that several do use the state and not to could create a hardship for some. The motion failed. His last motion recommended the State Tournament not be counted as points for the Horseshoe Pitcher of the Year and tournament included start with the first one after the State and on the deadline for registration for the next years State. Gary Ford seconded. Discussion included not counting points if and when Bob Hassan gets six courts closed in to host winter tournaments. The motion was amended to exclude winter tournaments for points for Horseshoe Pitcher of the Year. Motion carried. President Hunsicker made the announcement that the three tournaments to quality for state must be pitched by the registration deadline. Bob Hassan and Harold Morgan brought to the floor the issue of handicapping. It was pointed out that the tournaments in the Middle Tennessee area seem to have greater percentage difference than the Eastern Section. Motion was made and seconded to allow the Tournament Director to handicap certain classes at individual tournaments “if needed” to make a better tournament. Motion carried. Charles Helton then brought up the “play off” system when more than two people are tied for 1st place. He stated he thought it should be decided on the court rather than the “flip of a coin” for position. He proposed a 20 shoe Round Robin playoff seeding pitchers by percentage for the playoff. All pitchers would then pitch the same amount of shoes. If there was still a tie after the playoff round, it would then go to percentage to determine places. He motion such, a second was received. The motion carried. Helton also brought up the “Hall of Fame” room at the Rock Springs Community Center located next to the courts, stating if the association pays a nominal fee, suggesting $100 per year, the room could not be “rented out” to another group. He made the motion to pay $100 per year for the room, second was by Bill Hunsicker. Motion carried. The next portion of the meeting was turned over to Harold Morgan and Charles Helton for awards. Morgan kept the points for “Horseshoe Pitcher of the Year” and announced Bob Hassan as the winner. Hassan received a plaque and will have his membership for the coming year paid by the association. Charles Helton took the floor to announce the induction of Joan Elmore, Shannon Foster, Paula Hunsicker, and Willard Williams into the THPA Hall of Fame for 2006. Each will receive a plaque, then, their pictures along with their biographies will be put up in the “Hall of Fame”, 1st Vice President Bob Hassan, 3rd Vice President and Secretary/Treasurer Dexter Stallings were all re-elected by acclamation vote. Meeting was adjourned. THPA EXCUTIVE BOARD MEETING OCTOBER 28, 2006 The Executive Board Meeting was called to order Saturday, October 28 after the “Great Pumpkin Open” Tournament in Crossville. Present were Paula Hunsicker, President, Bob Hassan 1st Vice President, Charles Helton 2nd Vice President, Harold Morgan 3rd Vice President, Dexter Stallings Secretary/Treasurer and member Carl Hyder. The board addressed the issue of sanctioning courts as the NHPA has changed the rules regarding sanctioned tournaments to be held on “sanctioned courts” only. There are provisionals for existing courts that will not be hosting major state tournaments. President Hunsicker will look in to getting some fill for the White Pine courts. All other state courts can either be fully sanctioned or provisionally sanctioned for our tournaments. There was controversy over this years State Doubles tournament The issue was addressed and the following rules will be in place for future State Doubles tournaments. Being that it is a “doubles” tournament, you must have a partner to play, there will be no walkers allowed in the State Doubles. If you show up without a partner and there is no one available to partner up with, you will not be able to pitch. (This does not apply to an “open” doubles that might be on the regular schedule.) All games in State Doubles will be 60 shoes, 30 shoes per pitcher. The cap is still 115% combined average for the two partners. As many have asked about having a THPA pin for themselves and to be able to purchase to take to major tournaments, Charles Helton will look into a source for these. Dexter Stallings will look into getting “high percentage patch” for all classes for regular tournaments. This patch will be given to the person in the class that has the highest overall percentage for the tournament, and will not necessarily be the class winner. He will also look into a “high game patch” for each class. The “Hall of Fame” committee will be revised having a representative for each court. They will go over the nominations, then select those to be voted on by the membership. (Just because a person is nominated, doesn’t mean they will be on the ballot.) Their names and qualifications will be on a ballot in the “Special State Tournament” newsletter. If you are unable to attend the State Tournament, you may send your ballot in to arrive before the State Tournament; this will allow all members an opportunity to vote. Name and address to send to will be in the “Special” newsletter. Harold Morgan brought up having a “Sportsmanship Award”. We will not have nominees, but there will be a place on the ballot in the “Special State Tournament” newsletter to write the person’s name you believe exemplifies the best sportsman for the year at THPA tournaments. The Board also set a standardized structure for future State Singles Championships. All divisions will be separated at the Championship level, even if there are only two eligible The Board then went on to set the 2007 regular season schedule page 6 of this newsletter.
